In Finder, open the Recents section and double-click on the macOSPublicBetaAccessUtility.dmg file. Double-click the macOSPublicBetaAccessUtility.pkg.

For Macs that already have the Big Sur beta installed and you don't have the installer in your Apps folder, you can get the installer by going to the 'Enroll your devices' section of the Apple Beta Program website. Scroll down to step 2, and click on the 'Download the macOS Public Beta access utility' button. Click on ‘Enroll your Devices’ and select macOS. Click on ‘Download the macOS Public Beta Access Utility’. If you have not enrolled the Mac device for beta software tests then you will be asked to download a beta test profile (a.dmg file) which you will need to install on the Mac. Click macOS; Scroll down and look for “Download the macOS Public Beta Access Utility” Choose Allow; Launch the beta ultilty.dmg; Double click the.pkg installer and follow the instructions; Go to System Preferences Software Update and download the macOS Big Sur public beta. Click on Install Profile to download the new macOS Developer Beta Access Utility to your Mac. Go to Downloads on your Mac and click on the new macOS Developer Beta Access Utility to open it.
